The Bolivian general who appeared to be behind the rebellion, Juan José Zúñiga, was arrested after the attorney general opened an investigation against him. It wasn't immediately clear what the charges were against him.

Victor Manuel Rocha was a State Department employee for more than 20 years. Prosecutors say during that time and in the 20 years since, he acted as an illegal agent for Cuba.

The former president crossed the border from Argentina and was welcomed by a large group of supporters, just a day after his former economy minister, Luis Arce, was sworn in as president.

Luis Arce, a candidate handpicked by former President Evo Morales, is expected to be confirmed as the winner in the country's most important presidential election in a generation.

"Many of us know the risk [voting] entails because of the pandemic," a protester says, "but we want to hold elections." The vote, postponed twice due to the virus, is now set to take place on Oct. 18.

Morales announced he was leaving for Mexico which has granted him asylum. He calls the protests that led to his departure "a coup," while the opposition makes plans for transition.
