Hundreds of millions of dollars in help for AIDS are now pouring into Nigeria and other developing countries. In Nigeria, Dr. Abdulsalim Nasidi has become the most-wanted man around, because he's the one through which all the money flows.

Nasidi is trying to build whole new health systems where none exist. Money from President Bush's AIDS plan must be spent primarily on U.S. staff and products.
